"Human Capital Development" aims at developing future leaders and creating a knowledge-based society by elevating research, knowledge creation and the infrastructure of higher education to international standards.

The Foundation believes that establishing a knowledge-based society requires eliminating illiteracy, stimulating levels of research and development and increasing access to knowledge.  

The Foundation is, therefore, committed to:
